NY. Is Commissioner Gladys Carrion Intentionally Making OCFS Facilities Unsafe?

We recently received news that OCFS facilities that were once accredited by the ACA are no longer accredited.

ACA accreditation is a pre-requisite for receiving Federal funding.

At a price tag of over $200k per youth per year one would think NYS OCFS would take great pains to maintain its facility’s accreditation and access to Federal dollars.

Hence the question . . . why is OCFS letting its accreditation for its juvenile facilities lapse?

OCFS employees claim that Commissioner Carrion wants the facilities to be unsafe and does not want to have to adhere to national or Federal safety standards.

OCFS staff who prefer to remain anonymous also claim that youth are barely provided 2 hours of school per day.  Staff also claim that OCFS facilities are fudging reports and the youth are not receiving the services the State is alleging and (at 200k per youth) billing for.

OCFS Commissioner Gladys Carrion has made her reasons for not providing services and safety perfectly clear — she will shut down New York State’s Juvenile Justice System even if she has to stop providing education, services and safety.  Apparently Commissioner Carrion has made up her mind that she will allow the facilities to become so dangerous that they become untenable to work in and for youth to be placed in.

While many applaud the closing of the juvenile facilities, there has to be a better way than to put an entire OCFS workforce out on compensation claims.

While there is supposed to be DOJ oversight including two monitors appointed to oversee NYS’ OCFS owned and operated juvenile facilities, it seems that DOJ’s monitors at $150/hour, $1,200 per day and nearly $410k per year, are missing in action as well.

It has been rumored that OCFS Commissioner, Gladys Carrion, may be headed for a job at the Justice Department.

In light of the recently released video http://www.youtube.com/watch?v=SYbENeLVUCA and DOJ being MIA, rumors that Carrion is going to be given safe refuge in, what amounts to a Federal Witness Protection Program for Commissioners willing to sellout their agencies, have some merit.

Below is a list of NYS OCFS facilities that were once accredited by the ACA, but since Commissioner Carrion took office have been “de-accredited.”

  • Brookwood Residential Center – accreditation expired January, 2011
  • Goshen Secure- The accreditation expired in 2010.
  • McQueen Residential- Ella McQueen Residential, accreditation expired spring of 2010
  • MacCormick Secure Center – accreditation expired January, 2011

    “DISGUSTED” I’ll try this a again since my post this morning was deleted for whatever reason. You misunderstand my post below listing the facilities that Carrion has already destroyed and closed down. They were listed in the above blog as having expired accreditations. I wanted to make sure the blogger was aware those listed facilities were actually closed down, which they must not have because after my post they were removed from the above blog list. My point was if the facility is closed Carrion can easily explain expired accreditation for facilities that no longer exist. I am in no way a Carrion supporter, I also would like to know how she still has a job? ….DISGUSTED I do not need to watch the YOUTUBE video I have lived it every day for the last 14 years as a staff and continue to do so today!!!

    The secure facilities are being allowed to expire the accreditation because they now are “OVERSEEN” by the NYS Commission of Correction. That’s a joke, they just turn their heads and look the other way because the State DOES NOT oversee the
    State. They cover up for each other. So much for Cuomo coming in and cleaning up. Sooner or later people need to stand up for themselves. STOCKHOLM SYNDROME. You are all giving up. Don’t expect the next person to do it. YOU DO IT!

    @Disgusted ~ You are taking my post way out of context. The facilities I listed as being closed were listed in the blog as having expired accreditation. I just wanted to make sure the blogger was aware they were facilities Carrion had already managed to destroy and close down. Making it easy for Carrion to explain why those particular facilities were expired, because they no longer exist. This war can only be fought with accurate information.

    I’m not a Carrion supporter in anyway. I would also like to know how she still has a job? I don’t need to watch the YouTube video I have lived it every day as staff for the last 14 years and continue to do so today!!

    regardless of whether these place r open or not, Gladys has DEFINITELY made things worse in our facilties and ” ANONYMOUS ” I SURE HOPE U DONT HAVE TO FIND OUT THE HARD WAY LIKE BEING A RESIDENT IN THESE FACILITES THAT GETS BEATEN OR A WORKER THAT GETS BEATEN…WAKE UP…..I would like to know how this woman still has a job….ANONYMOUS maybe u need to watch YOUTUBE 3/7/11 Violence in OCFS facilities

    Cass residential was closed Because it was unsafe read the Albany Times Union and articles on Cass residential. After many escapes, rape and kidnapping of an employee, and still more escapes It should have been closed down! When you have four yda’s and a gym teacher on duty and nobody notices that someone has been kidnapped for over an hour what is wrong with that picture. Intercom was convienently unplugged etc.. And less not forget the assistant director who left the facility to take the directors paycheck to him! This was said infront of the crimnal that did the kidnapping! So he knew there was one less person on duty! After Carrion took over her big thing was these escapes etc.. could never happen under her watch, well guess what they still did, and much worse happened at other facities.
